کفاءة العمليات التنظيمية بالمنظمات غير الحکومية في تحقيق الحماية الاجتماعية للمرأة بالمناطق العشوائية"

تمثل قضية الحماية الاجتماعية قضية هامة وضرورية لکل أفراد المجتمع، وتعتبر حق أساسي من حقوق الإنسان فمن خلال الحماية يعيش الإنسان في أمان واستقرار وطمأنينة، فالحماية الاجتماعية تلبي حاجات الإنسان الأساسية، وکذا الخدمات الاجتماعية والاقتصادية الأساسية، وتعزيز نوعية حياة الأفراد والمجتمعات، وزيادة الاستقرار والنهوض بالعدالة الاجتماعية والتماسک الاجتماعي بالمجتمع، لذا هدفت الدراسة الحالية إلى "قياس مستوى کفاءة العمليات التنظيمية بالمنظمات غير الحکومية في تحقيق الحماية الاجتماعية للمرأة بالمناطق العشوائية"، وتضمنت عدة مفاهيم أساسية (الکفاءة – المنظمات غير الحکومية – الحماية الاجتماعية – المناطق العشوائية)، وتنتمي هذه الدراسة إلى نمط الدراسات التقويمية، واعتمدت على منهج المسح الاجتماعي الشامل لأعضاء مجلس الإدارة بالجمعيات الأهلية، واعتمدت في جمع البيانات على استمارة استبيان لقياس مستوى " کفاءة العمليات التنظيمية بالمنظمات غير الحکومية في تحقيق الحماية الاجتماعية للمرأة بالمناطق العشوائية"، وتم تطبيق الدراسة على ثمانية جمعيات أهلية، من خلال الحصر الشامل لعدد (68) مفردة من أعضاء مجلس الإدارة بالجمعيات الأهلية الثمانية بالمناطق العشوائية بمدينة الفيوم، وأسفرت نتائج الدراسة عن مستوى مرتفع من الکفاءة لدى المنظمات غير الحکومية في (عملية الرصد - عملية التخطيط - عملية التنسيق) ، ومستوى متوسط عي عملية الاتصال لتحقيق الحماية الاجتماعية للمرأة بالمناطق العشوائية، وتوصي الدراسة بضرورة إعداد قواعد بيانات دقيقة وشاملة عن المرأة المهمشة بالمناطق العشوائية، والرصد المستمر لکافة المخاطر التي تتعرض لها المرأة بهذه المناطق، وزيادة الاتصال وبناء علاقات إيجابية مع مختلف الجهات المعنية ببرامج الحماية الاجتماعية للمرأة، وتوفير التدريب اللازم للمسئولين على برامج الحماية الاجتماعية، وزيادة التنسيق والتعاون بين المنظمات غير الحکومية العاملة في المناطق العشوائية والجهات الحکومية والقطاع الخاص العاملة في مجال المرأة لإشباع احتياجات المرأة بتلک المناطق، والتخطيط الاستراتيجي الفعال لتنفيذ برامج وأنشطة الحماية الاجتماعية للمرأة، وانخراط المنظمات غير الحکومية في شبکات عمل في مجال الحماية الاجتماعية للمرأة بالمناطق العشوائية.

Social protection meets basic human needs, as well as basic social and economic services, enhancing the quality of life of individuals and societies, increasing stability and advancing justice Social and social cohesion in society, so the current study aimed to "measure the level of efficiency of organizational processes in NGOs in achieving social protection for women in slums", and included several basic concepts (The efficiency - NGOs - Social Protection - slums), and this study belongs to the pattern of evaluation studies, and it relied on the comprehensive social survey method for members of the Board of Directors of NGOs, and adopted in the collection of data on a questionnaire to measure the level of "the efficiency of organizational processes in NGOs in Achieving social protection for women in slums, "and the study was applied to eight civil societies, through a comprehensive count of (68) single members of the board of directors in the eight private societies in slums in the city of Fayoum, and the results of the study On the high level of efficiency of NGOs in (monitoring process - planning process - coordination process), and on the average level of communication process to achieve social protection for women in in slums, the study recommends the need to prepare accurate and comprehensive databases on marginalized women in slums, and continuous monitoring of all The risks to which women are exposed in these areas, increasing contact and building positive relationships with various bodies concerned with women's social protection programs, providing the necessary training to those responsible for social protection programs, and increasing coordination and cooperation between non-governmental organizations A group working in slums, government agencies, and the private sector working in the women's field to satisfy the needs of women in these areas, effective strategic planning for implementing social protection programs and activities for women, and the involvement of NGOs in networks in the social protection of women in slums.
