المتطلبات التنظيمية لبناء شبکة للمنظمات الحکومية والأهلية لمواجهة ظاهرة الهجرة غير الشرعية للأطفال غير المصحوبين.
   تشکل قضية الإهتمام بالطفل بشکل عام مبدأ أساسياً وحقيقة راسخة في معظم السياسات التي ترسمها الدول وبخاصة المتقدمة منها، وذلک لإرتباط رعاية الطفولة بالقضايا المجتمعية کافة سواء کانت قضايا تربوية أم قضايا إجتماعية أم قضايا إقتصادية أم قضايا بيئية، لذلک تمثل الطفولة مرحلة من أهم المراحل العمرية في حياة الفرد، وتعتبر قضية الهجرة بصفة عامة ظاهرة من الظواهر القديمة بالمجتمعات المختلفة، هذا وقد ظهر في الآونة الأخيرة مشکلة جديدة في المجتمع المصري وهي الهجرة غير الشرعية للأطفال غير المصحوبينUnaccompanied Children Migrant وهذا تطور جديد، حيث تشکل قضية الهجرة غير الشرعية أخطر القضايا الاجتماعية، التي لا تزال تؤرق المجتمع الدولي، وهي مشکلة شديدة الحساسية لکونها تمس جميع شرائح المجتمع الدولي، وتعتبر المنظمات المختلفة منها الحوکمية والأهلية يمکن أن يساهم في التعامل مع تلک المشکلة من خلال الترکيز علي بناء شبکة فعالة لمواجهة هذه الظاهرة، لذلک إستهدفت الدراسة تحديد أهم المتطلبات التنظيمية والمهارات المهنية وأهم الوسائل وأهم الأدوات المهنية اللازمة للمنظمات الحکومية والأهلية لبناء شبکات فعالة لمواجهة ظاهرة الهجرة غير الشرعية للأطفال غير المصحوبين، وتحديد أهم المعوقات مع تحديد مقترح لبناء شبکة فعالة لمواجهة تلک الظاهرة ومحاولة التوصل إلي عدد من المقترحات والتوصيات التي تساعد المنظمات الحکومية والأهلية في بناء تلک الشبکات لمواجهة تلک الظاهرة، وقد توصلت الدراسة إلي الإجابة علي کافة تساؤلاتها.

Abstract
The issue of caring for the child in general is a fundamental principle and an established fact in most of the policies that countries draw, especially developed ones, due to the linkage of childcare with all societal issues, whether educational, social, economic, or environmental issues. Therefore, childhood represents one of the most important stages of life in the individual's life, and the issue of migration in general is considered one of the old phenomena in different societies. This has recently emerged a new problem in Egyptian society, which is the illegal migration of unaccompanied children migrant, and this is a new development, as the issue of illegal immigration is the most serious social issue, Which still haunts the international community, and it is a very sensitive problem because it affects all segments of the international community, and the various organizations, including governmental and civil, can contribute to dealing with this problem by focusing on building an effective network to confront this phenomenon, so the study aimed to identify the most important organizational requirements And professional skills, the most important means and the most important professional tools needed for governmental and civil organizations to build effective networks to confront this phenomenon The illegal migration of unaccompanied children, identifying the most important obstacles and identifying a proposal to build an effective network to confront this phenomenon and try to come up with a number of proposals and recommendations that help governmental and civil organizations in building these networks to confront this phenomenon, and the study has reached an answer to all its questions.
