ثقافة الديمقراطية کمدخل لتدعيم اللامرکزية علي المستوي المحلي

الملخص
استهدفت الدراسة تحديد مستوى ثقافة الديمقراطية وتحديد مستوى أبعاد اللامرکزية لدي أعضاء المجلس التنفيذي على المستوي المحلي، وتحديد الصعوبات التي تواجه تدعيم ثقافة الديمقراطية للامرکزية علي المستوي المحلي، وصولاً إلى آليات مقترحة لتنمية ثقافة الديمقراطية لتدعيم اللامرکزية لدي أعضاء المجلس التنفيذي علي المستوي المحلي، وتعد هذه الدراسة من الدراسات الوصفية، واعتمدت الدراسة على المنهج العلمي باستخدام منهج دراسة الحالة، والحالة هنا هي مرکز الواحات البحرية بمحافظة الجيزة، وکذلک منهج المسح الاجتماعي الشامل لأعضاء المجلس التنفيذي بمرکز الواحات البحرية بمحافظة الجيزة وعددهم (30) مفردة، وتمثلت أداة الدراسة في استمارة استبيان لأعضاء المجلس التنفيذي، وتوصلت نتائج الدراسة إلى وجود علاقة طردية دالة إحصائياً بين ثقافة الديمقراطية وتدعيم اللامرکزية لدى أعضاء المجلس التنفيذي علي المستوي المحلي.

Abstract
This study aimed at determining the level of culture of democracy, determining the level of dimensions of decentralization among members of councils executives at local level, the study aimed to determine the difficulties facing cementing the culture of democracy for decentralization  at local leve, leading to proposed mechanisms in the aim of developing  the culture of democracy cementing for decentralization  among members of councils executives at local leve, and this study is considered descriptive studies, and the study relied on the scientific method using the case study method, the case here is baharia oasis center- giza governorate, and the use of the comprehensive social survey form for the members of councils executives in baharia oasis center- giza governorate and the number (30) Single, the study tool was represented in a questionnaire for the members of councils executives,     and the results of the study concluded that there was a statistically significant direct relationship between culture of democracy and the cementing for decentralization  among members of councils executives at local leve.
