تنطلق الدراسة الحالية من توجهات نظرية المنظمات الاجتماعية حيث أن للمنظمات دور فى مساعدة المجتمع المحلى فى تحقيق أهدافه من خلال مواجهة احتياجاته والعمل على حل مشکلاته وفى ضوء ذلک تتحدد مشکلة الدراسة فى البحث عن إسهامات المنظمات غير الحکومية فى التمکين الاجتماعى والاقتصادى للعاملين بها وتهدف الدراسة الحالية إلى تحقيق مجموعة من الأهداف هى (تحديد إسهامات المنظمات غير الحکومية فى تمکين العاملين بها إجتماعياً وإقتصادياً، تحديد المعوقات التى تواجه المنظمات غير الحکومية وتحد من قدرتها على تمکين العاملين بها، التوصل إلى تصور مقترح حول العمليات المهنية التى يمکن أن يقوم بها المنظم الاجتماعى لمساعدة المنظمات غير الحکومية على تمکين العاملين بها إجتماعيًا واقتصادياً) وتسعى الدراسة الى الاجابة على مجموعة من التساؤلات هى (ما إسهامات المنظمات غير الحکومية فى تمکين العاملين بها ؟، ما المعوقات التى تواجه المنظمات غير الحکومية وتحد من قدرتها على تمکين العاملين بها ؟،ما المقترحات التى يمکن من خلالها الحد من المعوقات التى تواجه المنظمات غير الحکومية وتحد من قدرتها على تمکين العاملين بها ؟)
