تعد فئة الأشخاص ذوي الإعاقة من أهم الفئات التي تحتاج لتخطيط وتنسيق الخدمات المقدمة لهم، ومن ثم يعد قانون بطاقة الخدمات المتکاملة من أفضل البرامج المخططة الموجهة نحوهم، ويستخدم الأسلوب التکاملي في منهجية التعامل مع الشخص ذي الإعاقة من حيث کونه نسقاً اجتماعياً يتفاعل مع بيئته بکافة مناحي حياته، وحيث أن هذا القانون حديث التطبيق فقد استهدفت الباحثة وصف کيفية تطبيق قانون بطاقة الخدمات الاجتماعية المتکاملة، وإلقاء الضوء على الصعوبات التي تقابل تطبيقه، والمقترحات والتوصيات لتحسين تطبيق هذا القانون ومنها ما هو موجه للمجتمع، والمشرع، والبنوک، والمؤسسات المختلفة المعنية بتطبيق القانون.

The category of persons with disabilities is one of the most important groups that need to plan and coordinate the services provided to them, And then the law is one of the best integrated card services planned programs directed towards them, The integrative method is used in the methodology of dealing with a person with disabilities in terms of being a social group that interacts with his environment in all aspects of his life, Since this law is recently applied, the researcher aimed to describe how to implement the Integrated Social Services Card Law, And highlight the difficulties facing its application, And proposals and recommendations to improve the application of this law, including what is directed to society, the legislator, banks, and various institutions concerned with the application of the law.
