فعالية برامج الحماية الإجتماعية في تحقيق التمکين الإجتماعي للمرأة الريفية الفقيرة من منظور الخدمة الإجتماعية

تؤدي المرأة دورًا فعالاً في خطط التنمية الشاملة لذا شهدت نهاية القرن العشرين توجهًا عالميًا نحو الاهتمام بقضايا المرأة ، ويمثل الفقر خطرًا کبيرًا على الأسرة بوجه عام والمرأة بوجه خاص حيث يمثل انخفاض مستوى معيشة المرأة وعدم القدرة على تحقيق الحد الأدنى من المستوى المعيشي ، ونظرًا لوقوع نسبة کبيرة من النساء في دائرة الفقر في المناطق الريفية، ومن هنا فإن تمکين المرأة الريفية الفقيرة وتنميتها أمر هام لأنها تمثل عنصرًا بشريًا فعالاً , ويمکن بناء إستراتيجية فاعلة لتمکين المرأة الريفية الفقيرة من خلال توفير مظله متکاملة من برامج الحماية الأجتماعية التى تلبى أحتياجات ومشکلات المرأة الريفية, لذا هدفت الدراسة الحالية إلى تحديد فعالية برامج الحماية الإجتماعية (تکافل وکرامة – المشروطية الصحية – المشروطية التعليمية – فرصة) فى المساهمة فى تحقيق التمکين الإجتماعى للمرأة الريفية الفقيرة   ولقد توصلت النتائج إلى أن مظلة الخدمات الصحية والتعليمية وخدمات تحسين المستوى المعيشى تسهم بشکل فعال فى تحسين الوضع الإجتماعى للمرأة الريفية الفقيرة.
Abstract
Women play an active role in comprehensive development plans, so the end of the twentieth century witnessed a global trend towards paying attention to women’s issues. Poverty poses a great danger to the family in general and to women in particular, as it represents a low standard of living for women and the inability to achieve the minimum standard of living. A large number of women are in the circle of poverty in rural areas, hence the empowerment and development of poor rural women is important because they represent an effective human element. It is possible to build an effective strategy to empower poor rural women by providing an integrated umbrella of social protection programs that meet the needs and problems of rural women, so the current study aimed to determine the effectiveness of social protection programs (Solidarity and Dignity - health conditionality - educational conditionality - opportunity) in contributing to achieving Social empowerment of poor rural women, and the results have concluded that the umbrella of health and educational services and services to improve the standard of living contribute effectively to improving the social status of poor rural women
