تنمية المهارات القيادية لدي الشباب فإن الأمر يتطلب تهيئة المناخ الملائم لها من خلال التعليم والتدريب المستمر ، والعمل علي تنمية مستوي وعي الشباب سياسياً واجتماعياً عن طريق ما يتوفر من معلومات حول المشارکة السياسية والاجتماعية والتفاعل الاجتماعي الذي يحقق عائداً نفعياً للشباب ، وکذلک من خلال فتح قنوات الاتصال بين القادة والشباب من أجل إتاحة الفرصة للتعليم بالنمذجه وإکساب الشباب أهم السمات القيادية التي يتسم بها هؤلاء القادة ، والعمل علي إتاحة المزيد من الحرية في التعبير عن الرأي ولإرساء قواعد الحياة الديمقراطية السليمة لديهم وإکسابهم الخبرات الجديدة في المجالات المختلفة ورعايتهم رعاية تامه.
لهذا هدفت الدراسة الحالية إلي تحديد : برامج برلمان الشباب في تنمية مهارات القيادة لدي جماعات الشباب ، وتنتمي هذه الدراسة إلي نمط الدراسات الوصيفة ، واستخدمت المنهج المسح الاجتماعي الشامل لجميع الأخصائيين الاجتماعيين بالمراکز الشباب بمحافظة الفيوم والقاهرة والجيزة ، وتم تطبيق الدراسة علي مراکز الشباب والرياضة بمحافظة الفيوم والقاهرة والجيزة ، من خلال حصر المجتمع الکلي للدراسة الحالية أثناء فترة جمع البيانات وعددهم (30) مفردة..
وتوصي الدراسة بالاهتمام بوضع واعداد البرامج التي تتناسب مع جماعات الشباب والمرونة في وضعها لتتلاءم مع احتياجات جماعات الشباب.  
 
 
 
 
 
 
Abstract
The development of leadership skills among young people, it is necessary to create an appropriate climate for them through education and continuous training, and work to develop the level of political and social awareness of youth through the available information about political and social participation and social interaction that achieves a beneficial return for youth, as well as by opening communication channels. Between leaders and the youth in order to provide the opportunity to be educated by modeling and to give young people the most important leadership traits that characterize these leaders, and to work to provide more freedom in expressing opinions and to establish the rules for a healthy democratic life for them and to provide them with new experiences in various fields and take care of them fully.
For this reason, the current study aimed to define: Youth Parliament programs in developing leadership skills of youth. This study belongs to the pattern of prescriptive studies, and the curriculum used a comprehensive social survey of all social workers in Fayoum, Cairo and Giza youth centers , and the study was applied to youth and sports in Fayoum, Cairo and Giza centers, through a total community enumeration of the current study during the data collection period and their number (30) individual.
The study recommends Paying attention to developing and Preparing Programs that are Commensurate with Youth groups and Flexibility in setting them up to suit the needs Of Youth groups.
