فعالية التمويل بالجمعيات الأهلية في ظل التشريع المنظم للعمل التطوعي

الملخص
تمثل الجمعيات الأهلية إحدى أهم قنوات التنمية وتنفيذها ولاسيما في القطاعات التي لا تغطيها الخدمات الحکومية وتلعب الهيئات الأهلية دورًا رئيسًا في تخطيط وتقديم الخدمات الاجتماعية في مصر حيث تعتبر هذه الهيئات شريکا للمنظمات الحکومية في تحقيق أغراضها نحو تحقيق احتياجات الناس ويعد تمويل المنظمات الأهلية قضية محورية، فتوفر التمويل لهذه المنظمات يعني قدرة هذه المنظمات للتغلب على شح الموارد المالية، مما يمکنها من القيام بواجباتها وتنفيذ برامجها، ومشکلة التمويل تعد من أهم المشاکل التي تعاني منها المنظمات الأهلية في المجتمعات وفقًا للتشريع المصري, لذا هدفت الدراسة الحالية إلي" تحديد فعالية التمويل بالجمعيات الأهلية في ظل التشريع المنظم للعمل التطوعي ", وتنتمي هذه الدراسة إلي نمط التقيمية, واعتمدت علي منهج المسح الاجتماعي الشامل لأعضاء مجلس الإدارة بالجمعيات الأهلية, واعتمدت في جمع البيانات علي مقياس لقياس" فعالية التمويل بالجمعيات الأهلية", وتم تطبيق الدراسة علي (20) جمعية أهلية, من خلال الحصر الشامل لعدد(104) مفردة من أعضاء مجلس الإدارة بالجمعيات الأهلية العشرون بمدينة الفيوم, وأسفرت نتائج الدراسة على ان الاستجابات ترکز حول خيار الموافقة على البعد الخاص فعالية العمل بقانون الجمعيات الأهلية نحو التمويل ، وأسفرت الاستجابات علي  الترکز حول خيار الموافقة على البعد الخاص بفعالية العمل بقانون الجمعيات الأهلية نحو إجراءات الرقابة علي الجمعية تمويلها .

Funding of community associations considered as a central and vital issue. Providing funding for this association means the ability of these associations to overcome the lack of financial resources, which enables them to do their duties and implement their programs. funding problems is one of the most important problems, from which the Community-based organizations at societies suffer. So, according to the Egyptian legislation, the sources of funding for charities and community associations, and the vast majority of international legislation proposed to study it. Thus, the current study aimed to “determine the effectiveness of funding at the community associations in the context of legislation regulating voluntary work”, it also adopted an evaluation pattern and based on the comprehensive social survey on board members of community associations. It used criteria to measure the “Effectiveness of Funding by Community Associations under Voluntary Legislation”. The study was applied to 20 community associations through a comprehensive enumeration of 104 individual board members at these associations in Fayoum. The results of the study revealed that the responses focus on the option of approving the dimension related to the effectiveness of applying the community associations Act towards the funding procedures.
