الحوكمة بوحدات الإدارة المحلية ودورها في تحقيق التنمية المحلية

الملخص:
يصف هذا البحث واقع استخدام الحوكمة بوحدات الإدارة المحلية ودورها في تحقيق التنمية المحلية وعلية فهذا البحث يهدف الى تحديد واقع استخدام الحوكمة بوحدات الإدارة المحلية من خلال عدة ابعاد للحوكمة والمتمثلة في المساءلة , والشفافية , والمشاركة , والمساواة , والفعالية , والنزاهة , وكذلك دور وحدات الإدارة المحلية في تحقيق التنمية المحلية على المستوى المادي والمعنوي وتحديد المعوقات التي تواجه استخدام الحوكمة بوحدات الإدارة المحلية في تحقيق التنمية المحلية, وتحديد مقترحات تفعيل استخدام الحوكمة بوحدات الإدارة المحلية في تحقيق التنمية المحلية , وتوصلت الدراسة في اهم نتائجها ان مستوى استخدام الحوكمة بوحدات الإدارة المحلية ككل مرتفعا" خاصة فيما يتعلق باستخدام المساءلة  والنزاهة والشفافية والمساواة والتي جاء استخدامهم بمستوى مرتفعا وجاء مستوى استخدام الفعالية والمشاركة متوسط , وان مستوى دور وحدات الإدارة المحلية في تحقيق التنمية المحلية ككل مرتفعا خاصة فيما يتعلق بالبعد المادي يليه البعد المعنوي للتنمية المحلية , كما اكدت نتائج الدراسة ان مستوى المعوقات التي تواجه استخدام الحوكمة بوحدات الإدارة المحلية في تحقيق التنمية المحلية متوسط وجاء في مقدمتها الافتقار إلى إستراتيجية طويلة المدى والاعتماد على التخطيط قصير المدى , يليه قلة مشاركة المواطنين في صنع واتخاذ القرارات المتعلقة بجهود التنمية المحلية , وكان من اهم مقترحات تفعيل استخدام الحوكمة بوحدات الإدارة المحلية في تحقيق التنمية المحلية تفعيل التواصل مع المواطنين لتلبية احتياجاتهم المتنوعة والتعرف على مشكلاتهم المختلفة , تنمية مهارات العاملين بوحدات الإدارة المحلية على العمل الفريقي , كما اكدت الدراسة على انه توجد علاقة طردية دالة إحصائياً بين استخدام الحوكمة بوحدات الإدارة المحلية وتحقيق التنمية المحلية .

Abstract: This research describes the reality of the use of governance in local administration units and their role in achieving local development. Accordingly, this research aims to determine the reality of using governance in local administration units through several dimensions of governance, namely accountability, transparency, participation, equality, effectiveness, integrity, as well as the role of local administration units. In achieving local development at the material and moral level, identifying the obstacles facing the use of governance in local administration units in achieving local development, and identifying proposals to activate the use of governance in local administration units in achieving local development, and the study found, in its most important results, that the level of using governance in local administration units as a whole is high. Especially with regard to the use of accountability, integrity, transparency and equality, whose use was at a high level and the level of the use of effectiveness and participation was medium. Facing the use of governance in local administration units to achieve medium local development, foremost of which is the lack of a long-term strategy and reliance on short-term planning, followed by the lack of citizen   participation in making and taking decisions related to local development efforts. One of the most important proposals was to activate the use of governance in local administration units in Achieving local development, activating communication with citizens To meet their diverse needs and identify their different problems, develop the skills of workers in local administration units on team work. The study also confirmed that there is a statistically significant direct relationship between the use of governance in local administration units and achieving local development
