الآليات اللازمة لتفعيل العمل التطوعي الافتراضي في الجمعيات الأهلية

الملخص :
    يُنظر للعمل التطوعى كذراع أساسى للقطاع الحكومى وتنبع أهميته من خلال دوره فى تكملة العمل الحكومى، وتدعيمه لصالح الفرد والمجتمع على حد سواء، وذلك عن طريق رفع مستوى الخدمات وتوسعه نطاقها، بالإضافة إلى توفير خدمات قد يصعب على الإدارة الحكومية تقديمها لما تتسم به الأجهزة التطوعية من مرونة وقدرة على الحركة السريعة، ويلعب العمل التطوعى دوراً مهماً فى جلب الخبرات أو الأموال من خارج البلاد من منظمات مهتمة بالمجال نفسه بجانب المشاركة فى الملتقيات أو المؤتمرات؛ لتحقيق تبادل الخبرات ومن ثم مزيداً من الاستفادة والنجاح.
    فتعقد الحياة الاجتماعية، وتطور الظروف المعيشية والتغيرات الاجتماعية والاقتصادية والأمنية والتقنية المتسارعة تملى علينا أوضاعاً وظروفاً جديدة تقف الحكومات أحياناً عاجزة عن مجراتها، مما يستدعى تضافر كافة جهود المجتمع الرسمية والشعبية لمواجهة هذا الواقع، ومن هنا يأتى دور العمل التطوعى الفاعل والمؤزار للجهود الرسمية، كما أن تزايد الطلب على الخدمات الاجتماعية نوعاً وكماً أصبح يشكل تحدياً أمام الحكومات، مما يتطلب وجود جهات مساندة للنظام الرسمى خصوصاً أن الهيئات التطوعية مفضلة على الهيئات الرسمية نظراً لعدم تعقدها وانتقاء البيروقراطية بين صفوفها، وقد أثبتت التجارب أن بعض الأجهزة الرسمية لا تستطيع وحدها تحقيق كافة غايات خطط ومشاريع التنمية دون المشاركة التطوعية الفعالة للمواطنين والجمعيات الأهلية.
فالعمل التطوعى حالياً ضرورة اجتماعية، يشترك فيها المواطنين فى ميادين الحياة كافة، كل حسب قدرته وامكاناته، فى ضوء احتياجات الجماعة والمجتمع والوطن، لذلك يعتبر العمل التطوعى وسيلة أساسية للتنشئة الاجتماعية، كما يُعد من الوسائل الفعالة والفاعلة، والتي يستخدمها المجتمع لإحداث التغيير اللازم للتقدم في إطار الأهداف القومية .

Volunteer work is seen as a basic arm of the government sector and its importance stems from its role in complementing government work, and supporting it for the benefit of the individual and society alike, by raising the level of services and expanding their scope, in addition to providing services that may be difficult for the government administration to provide due to the flexibility and ability of voluntary devices to move quickly, and volunteer work plays an important role in bringing expertise or funds from outside the country From organizations interested in the same field as well as participating in forums or conferences to achieve the exchange of experiences and then more benefit and success.
          The complexity of social life, the development of living conditions and the rapid social, economic, security and technical changes dictate to us new conditions and conditions that governments sometimes stand powerless from their courses, which calls for concerted efforts of all official and popular society to confront this reality, hence the role of effective voluntary work and support for official efforts, and the increasing demand for social services qualitatively and as it has become a challenge for governments, which requires the presence of supporters of the formal system in particular Experience has shown that some official bodies alone cannot achieve all the goals of development plans and projects without the effective voluntary participation of citizens and NGOs.
Volunteer work is currently a social necessity, in which citizens participate in all fields of life, each according to his ability and potential, in light of the needs of the group, society and the homeland, so volunteer work is an essential means of socialization, as it is one of the effective and effective means, which is used by society to bring about the change necessary for progress within the framework of national goals.
