ملخص :
تنتمي الدراسة لنوعية الدراسات الوصفية التحليلية، وتستهدف تحديد قضايا سياسات الرعاية الاجتماعية للمسنين ،وتحديد الأهداف والقيم والإجراءات والمستهدفين وعوائد تنفيذها، تحديد الجوانب التطبيقية ونتائج تنفيذها وأثرها على المسنين، تحديد التفاعلات بين تلك السياسات وبين القوى المؤثرة في صنعها ، تحديد المعوقات التي واجهت تلك السياسات، التوصل لمقترحات لتفعيلها، ولتحقيق أهداف الدراسة فقد أعتمد على تحليل المضمون ، ومنهج دراسة الحالة لتحليل كافة التشريعات والقوانين واللوائح والوثائق والقرارات التي لها علاقة بسياسات رعاية المسنين وعددها(41) مادة وثائقية، بالإضافة لدليل مقابلة مع الخبراء شمل 16 مفردة، وتوصلت الدراسة لعدة نتائج هى : تمثلت أهم القضايا في التغطية الشاملة للمسنين من خلال التأمينات والمعاشات، وأن أهم الأهداف تعزيز دور المجتمع المدني ، أما القيم فهي الرعاية الاجتماعية ، أما الإجراءات فهي سن نصوص قانونية لحماية المسنين، أما الفئات المستهدفة فهي المسن الأولى بالرعاية ، وعائد التنفيذ هو توفير الرعاية النهارية والمنزلية للمسنين، أما الجوانب التطبيقية فهي توفير مظلة التأمينات والمعاشات، أما القوى المؤثرة فهي المؤسسات الحكومية، في حين كانت الظروف المؤثرة التدخل الحكومي، أما المعوقات فقد تمثلت في قصور السياسات الراهنة عن تلبية احتياجات المسنين المختلفة، والمقترحات هي استصدار تشريعات خاصة برعاية فئة المسنين.

Abstract :
The study belongs to the type of descriptive analytical studies, It aims to identify issues of social care policies for the elderly, Determine the goals, values, procedures, targets, and returns on their implementation, Determine the applied aspects, the results of its implementation and its impact on the elderly, Determine the interactions between these policies and the forces influencing their making, Identify the obstacles faced by these policies, and come up with proposals to activate them, To achieve the objectives of the study, I relied on content analysis, The case study approach is used to analyze all legislation, laws, regulations, documents and decisions that are related to elderly care policies, numbering (41) documentary materials, In addition to an interview guide with experts that included 16 Researched, the study reached several results: The most important issues were comprehensive coverage of the elderly through insurance and pensions, The most important goals are to strengthen the role of civil society, The values are social care, As for the procedures, they include enacting legal texts to protect the elderly, and the target groups are the elderly who are the most cared for, The return on implementation is the provision of day and home care for the elderly, while the practical aspects are the provision of insurance and pensions, The influencing forces were government institutions, while the influencing conditions were government intervention, As for the obstacles, they are represented by the failure of current policies to meet the various needs of the elderly, and the proposals are to issue legislation specifically for the care of the elderly group.
