متطلبات تفعيل دور الأخصائي الاجتماعي بالمبادرات القومية للقطاع الصحي

ملخص البحث:
يتناول البحث دراسة تحليلية للمبادرات القومية في القطاع الصحي، والتي تستهدف تحقيق العدالة الاجتماعية بين أفراد المجتمع، عن طريق خدمات صحية لجميع المواطنين دون تمييز، تضمن جمع بيانات ومعلومات حول الحالة الصحية للمجتمع المصري، ونسب تفشي بعض الأمراض، حيث يتم استخدامها لتحديد أولويات القطاع الصحي، وصياغة سياسية صحية شاملة تعكس واقع متطلبات رفع كفاءة القطاع الصحي، وتستند على تدفق دوري للمعلومات ودراسة متعمقة لطبيعة الأمراض المنتشرة، في إطار حشد الإمكانيات الموارد البشرية والمادية، واللوجستية اللازمة لتحديد إجراءات وبرامج للسيطرة والقضاء عليها.
يتطلب تحقيق مستهدفات المبادرات القومية حشد جميع القوى البشرية والتي تشمل الأخصائيين الاجتماعين، حيث يتم تقديم نفس الخدمة في وقت محدد بجميع وحدات تقديم الخدمات الصحية على مستوى الجمهورية، تتقابل أهداف المبادرات القومية والخدمة الاجتماعية بالمجال الطبي في رفع الوعي المجتمعي حول بعض القضايا الصحية، وما قد تسببه من مخاطر، ليس فقط على المصاب وذويه، وإنما تشكل مخاطر صحية ذات أبعاد اقتصادية واجتماعية، تمتد عواقبها لأعوام، مما يترتب عليه تحقيق الحراك المجتمعي اللازم لتضافر جهود القطاع الأهلي والخاص، بالتنسيق مع القطاع الحكومي للتصدي لبعض القضايا الصحية التي تتطلب إمكانيات وموارد تفوق قدرة الدولة وامكانياتها الحالية.
لذا يستهدف البحث الحالية تحليل ودراسة واقع الأخصائيين الاجتماعيين بالمجال الطبي لتحديد الفجوة بين المستوى الحالي لجاهزية الأخصائيين الاجتماعيين ومتطلبات رفع كفاءتهم للعمل كجزء فعال بالمبادرات القومية للقطاع الصحي التي تستهدف ليس فقط مواجهة مشكلات صحية متراكمة عاني منها المواطنين إنما أيضا التأثير بشكل غير مباشر على منظومة الخدمات الصحية ذاتها.

Abstract
This paper deals with an analytical study of national initiatives in the health sector, which aims to achieve social justice among members of society, through health services for all citizens without discrimination, which includes collecting data and information about the health status of Egyptian society, and the prevalence rates of some diseases, as they are used to determine the priorities of the health sector, and formulate a comprehensive health policy that reflects the reality of the requirements for raising the efficiency of the health sector, and is based on a periodic flow of information and an in-depth study of the nature of prevalent diseases, within the framework of mobilizing the necessary human, material, and logistical resources to determine procedures and programs to control and eliminate them. Achieving the goals of national initiatives requires mobilizing all human resources, including social workers, as the same service is provided at a specific time in all health service delivery units across the country. The goals of national initiatives and social service in the medical field meet in raising community awareness about some health issues and the risks they may cause, not only to the patients and their families, but also pose health risks with economic and social dimensions, the consequences of which extend for years, which results in achieving the necessary community movement to combine the efforts of the civil and private sectors, in coordination with the government sector to address some health issues that require capabilities and resources that exceed the state's current capacity and capabilities. Therefore, this paper aims to analyze and study the reality of social workers in the medical field to determine the gap between the current level of readiness of social workers and the requirements to raise their efficiency to work as an effective part of the national initiatives of the health sector that aim not only to confront the accumulated health problems suffered by citizens, but also to indirectly affect the health services system itself.
