الاستثمار في رأس المال الإجتماعي وتحقيق سياسات الحماية الاجتماعية كمنظومة متغيرة في تطوير خدمات الضمان الاجتماعي للفقراء

ملخص البحث:
تعتبر التنمية هدفاً أساسياً يسعى إلى تحقيقه المجتمعات المتقدمة والنامية على حد سواء وذلك للخروج من دائرة التخلف واللحاق بركب التقدم، ومن المؤكد أنه لا يمكن تحقيق أهداف عملية التنمية فى ظل تفاقم معدلات الفقر.
ونظراً لارتباط قضية الفقر بالضمان الاجتماعى من خلال اعتبار أن الضمان الاجتماعى لا يقدم المساعدات العينية ولكن يتم توجيهها فى صورة معاشات ومساعدات مادية للمواطنين الذين يفقدون مصادر دخلهم نتيجة لتعرضهم لمخاطر مرض أو عجز أو شيخوخة أو طلاق.
كان لابد من قيام الدولة بتدعيم وتطوير خدمات الضمان الاجتماعى وتوسيع نطاقها من خلال تحسين الاستهداف الجغرافى والتركيز على الفئات الفقيرة فى المجتمع، والأخذ بأسباب الحماية الأفضل والأكثر فعالية وتأمين حصول المواطنين على حقوقهم عن طريق تفعيل السياسات الاجتماعية. وهذا لن يتم إلا بإطلاق عملية جماهيرية للتشاور وتبادل المعلومات لتحقيق قوة دفع وحشد رأى عام ومؤثر وإيجاد توافق  حول أجندة جديدة للسياسات الاجتماعية والتى تتضمن آليات مقترحة على مرصد اجتماعى لمراقبة وبحث التغييرات الاجتماعية وكفاءة الخدمات المقدمة لهم واستعادة ثقتهم فيما يقدم لهم من خدمات، ومن هنا جاء أهمية دور رأس المال الاجتماعى فى تطوير خدمات الرعاية الاجتماعية بصفة عامة وخدمات الضمان الاجتماعى بصفة خاصة.

Abstract:
Development is considered a fundamental goal that developed and developing societies alike seek to achieve in order to break out of the cycle of backwardness and catch up with progress. It is certain that the goals of the development process cannot be achieved in light of worsening poverty rates. Given the link between the issue of poverty and social security, considering that social security does not provide in-kind assistance, but rather it is directed in the form of pensions and material assistance to citizens who lose their sources of income as a result of their exposure to the risks of illness, disability, old age, or divorce. It was necessary for the state to strengthen and develop social security services and expand their scope by improving geographical targeting and focusing on poor groups in society, adopting the best and most effective protection measures, and ensuring citizens’ access to their rights by activating social policies.
his will not be done except by launching a public process of consultation and information exchange to achieve momentum, mobilize influential public opinion, and create consensus on a new agenda for social policies, which includes mechanisms proposed for a social observatory to monitor and research social changes and the efficiency of the services provided to them, and restore their confidence in the services provided to them, and from here it came. The importance of the role of social capital in developing social welfare services in general and social security services in particular.
